Is killing an indirect threat justified (Promise it's interesting)?

The justifiability of killing anyone, even Jones himself, is dependent on there being no better alternative. If someone's pointing a gun at you, then killing them may well be the only option. But it's hard to imagine a situation where the only way to stop a businessman supporting terrorism is by killing him.
