What gangster movie is this?

FBI sits in a window casing an italian restaurant. i think it's at the end of the movie, but they kidnap this guy and take him to the restaurant (i think they're going to kill him there). he knows that the FBI cases the joint so when they take him out of the back of the van he looks up at the window. they see this and get their swat ready. anyway - swat comes into the restaurant and the mobsters and the swat end up killing eachother while this guy (viggo mortensen??) is like, hiding underneath a table. i swear it's eastern promises but i could be totally wrong.
