What was the name of this 1980 maybe 1990 comedy gangster movie...?

I don't have much to go on... the movie is from the 80's or 90's - all I remember is it's a mafia, ganster type comedy movie, in the scene I remember there was a short guy who was a mobster/criminal type - he was wearing a disguise which included wearing an old woman style dress - I think they were upstairs in an apartment - there might have been 2 guys the short hot-tempered one and another one and the authorities were after them... I know this isn't much - I'll be amazed if anyone knows what I'm talking about. I think I might remember the short guy having a really pretty but dumb girlfriend... I don't know - it's driving me crazy!! :)
