Are all governments and our government too controlled by the Russian mob?

Ive heard from a guy that the russian mob got so influential so they can control all governments. they are ones who choose presidents for us, decide where the war is to occur, and who is to win, whether or not new laws have to be approved and everything. they control everything, and the main russian mobster is like the emperor of the world. can it be true?
